The primary intent of the M.S.B.A, when prescribing specifications for safety equipment for vehicles, is to provide adequate protection to all competitors and spectators, M.S.B.A. does not want to restrict the general or specific design of any vehicle or the development of vehicles, but it does want to encourage all competitors to give safety requirements full ATTENTION Any vehicle not in specific accordance with safety standard and class eligibilty, as established in the M.S.B.A SAFETY REGULATIONS, SUPPLEMENT REGULATIONS OR VEHICLE CLASSIFICATION for events shall be approved or rejected based on a majority decision of the TECHNICAL INSPETORS officiating the event.
The use of alcohlic beverages and/or drugs, before or during a competition event is strictly prohibited.
Any person who makes a false statement on an entry form shall be disqualified and shall forfeit all prizes moneys,points and contingency moneys.
All participants will act in a sportsman like mannor.
Offensive language and behavior will not be allowed by any participant,pit crew or others.
The race-event-competition director will have finial judgment approved by the President of all decisions. The director has the right to have anyone leave forfeit all entries, fees and /or winnings if necessary.
All disputes will be handled by a panal consisting of the President, Competition Director and and Event Director, or their repesentatives, at the event.
Note: A driver must be sixteen (16) years of age to drive in a (M.S.B.A.) event. Drivers sixteen to eighteen(16-18) years of age must have a signed release from parents.
GENERAL COMPETITION RULES
1. BODY RESTRAINTS -Safety Harness: All vehicles, must have a minimum of as heaviest duty type five-point fast release seat belt and shoulder harness with metal-to-metal buckles and connectors for each occupant, attached to frame with a minimum 3/8 hardened bolt. Snap in type harness must be pinned.
The single anti-submarine strap of five point system shall be attached to the floor structure as close to the front edge of the seat as parctical so that it will exert maximum restraint to the upward movement of the belt and harness. *Note:(A MINIMUM2" shoulder harness required-3" recommended). On open bodied vehicles leg restraints are also recommended. Arm restraints recommended all classes, MANDATORY on B classes and above.
2. SEATS AND FLOORBOARDS-Seating: all seats must be properly reinforced and securely mounted. Adjusted track type seats must be securely fastened so as to allow no vertical or lateral motion. If stock VW tupe seats runners are used, they must be clamped to the floor with a minimum of two U-bolts per railand leave 1" diameter washers on the underside. *NOTE:(A minimum 2" harness is required for Hill climbs and Drags.)
3. PROTECTIVE CLOTHING and EYE PROTECTION: Each contestand must wear a SAFETY helmet whenever his vehicle is driven in M.S.B.A. events. Contestants must provide their own helmet. No half helmets allowed, Helmets must be of full coverage tupe and snell Foundation or equivalent approved(Example:z-90,ect) Eye protection goggles,ect is required. Contestants must also WEAR LONG SLEEVE SHIRTS AND LONG PANTS.
4. FIRE EXTINGUISHER: M.S.B.A. requires that all vehicles be equipped with a dry chemical fire extinguisher with a gage and be fully charged, that has a rating of not less thatn 2 1/2 pounds or its equivalent in halon. The extinguisher must be securely mounted in the driver's compartment with easy reach. and be usable. No metal hose around the extinguisher are allowed.
5. IGNITION SWITCH: Ignition switch shall be accessible to the driver with seat belts and shoulder restraint fastened and tight. Switich must be labeled On and Off.
6. BATTERIES (CR-16) Batteries must be securely mounted with metal to metal tie down. All batteries to be covered with weather proof material, or be approved gel battery. *NOTE: Battery box recommened.
7. ROLL BARS AND ROLL CAGES: All welding in a roll bar or cage structure must be of the highest practicable quality with full penertration. All welds will be subjected to critical inspection. Nuts and bolts used to secure a roll bar or cage structure to the frame should be at least 3/8 in diameter and of automotive quality. Vehicles having a permanent producuction steel roof top (sedans,pickups, etc.) must have braced roll bar as minimum requirement. Single loop roll bars are not allowed in middle or top eliminator classes. Not recommened in little eliminator unless used a stock steel top.
8. SUPENSION AND STEERING: Suspension and steering shall be of a suitable design and work properly. Butterfly wheels allowed only in dragsters. Only rack and pinion or conventional automotive type steering gears allowed. All steering tie rods must have nuts and bolts nylock nuts or a cotter pins in place. All Rear wheels with drum or disc brakes must have a cotter pin on the main center nuts on a nylock nut.
9. BRAKES and PEDAL MOUNTS: Brakes shall be in perfect working order and the TECHNICAL INSPECTOR may ask for proof by requiring the driver to lock the wheels while the vehicle is moving. Leakage of brake fluid is not allowed. Flexible hose Required at all pivot points. Brake pedal assembly will be mounted in such a manner as to eliminate flexing of pedal assembly.
10. WHEELS and TIRES: Wheeles and tires shall be in good condition as determined by the TECHNICAL INSPECTOR. All lug nuts must be in place. No clip on wheel covers or beauty rings will be allowed.
12. EXHAUST SYSTEM: Exhaust system shall direct exhaust gases out away from the occupants. Noise suppression equipment is REQUIRED in all classes at all events, Sound level and method to be determind at time permit issued. Events will be monitored.Spark Arresters or Reverse flow muffler required, TURBO EXCEPTED, for events per STATE Requirements. Where spark arrester required, must be forest Approved.
13.FUEL TANKS,LINES and FILTERS: Tanks must be securely mounted and protected from crash or upset and must be within the frame of the car, unless approved fuel cell. No G.I. or one gallon type cans are allowed. All hoses or lines that are not equipped with intergral with threaded connectors on their ends must be securely clamped to the fittings or metal tubing to which they are connected. Automotive quality fuel lines and clamps are required. Glass or plastic filters are not allowed. Leakage of fuel is not allowed. *NOTE: Foam in tank is recommended. Will Except Plastic Filters for Hill Climb and Drag events only. Fuel tank fill caps will be of automotive tupe. If snap type lock is used, the locking device, must be safety wired in such a way in so that in cannot be opened by accident.
14. APPEARANCE: of the vehicle, must be neat and clean, Vehicles that are dirty enough to prevent the TECHNICAL INSPECTOR from checking for safety violations or vehicles that show damages that have not been properly repaired shall not be approved for competition. Vehicles must be reinspected after racing Drivers will be checked out be EMS (in case of a roll over)
15. MINI BUGGY: Construction must meet applicable standards, No thin wall electrical conduit. All other construction standards, etc. steering, seats and seatbelts same as for the buggy. All chain drives must have a shield(s) installed. (Can be made out of aluminum.)
16. Throttle linkage: All vehicles will have a minimum of 2 throttle springs. Vehicles should also have toe loop on throttle pedal. Absolutely No hydraulic throttle Linkages NO exceptions!
TECHNICAL AND SAFETY INSRECTION
Prior to the start of an event, all vehicles will be inspected to determine wherther they meet the following requirements.
A. Eligibility for category and class entered and compliance with safety regulations.
B. Suitability for competition.
C. Brakes shall be in good working order.
D. Exhaust system shall direct exhaust gases out and away from occupants.
E. Front suspension and steering shall be of a suitable design and work properly. All tie rod ends must be bolted with nylock nuts or cotter pinned.
F. Leakage of gasoline or brake fluid will not be allowed.
G. Headlamps, taillights and brake lights in operating condition willbe providedon all vehicleswhen required.
H. Seats shall be securely mounted.
I. Body restraints shall be properly mounted and in good condition.
J. Roll bars or cages shall be properly constructed and mounted.
K.Fore extinguishers shall be securely mounted in the cockpit, but easily removable in case of a fire. No metal hose clamps around the extinguishers allowed.
L. All hoses used for fuel lines that are not equipped with threaded connectors must be clamped to a barb fitting or a metal tube.
M. Batteries must be placed, secured and covered as necessary, so that in the event of an upset, acid cannot flow directly into the driver's area.Battery box recommened.
N.Ignition switch shall be accessible be the driver with his or her seat belt fastened and tight.
O. Vehicle must be re-inspected after an accident or rollover and necessary repairs made before being allowed to re-enter a competion.
Quad rules
For M.S.B.A. Hill climb events
1. All QUADS must be in good working order no broken parts or broken plastic coming off.
2. Any cracked Plastic that’s about to come off must be repaired before the event.
3. All lug nuts must be tight and the center hub nut must have a cotter pin.
4. No leaky fuel tanks or fuel hoses.
5. The exhaust system must have a spark arrester that is state forest approved.
6. You must an approved Snell helmet with goggles.
7. Long sleeve shirt and long pants are mandatory no exception.
8. All Quads will be put into there class accordingly to motor size and stock to modified.
9. All Quads must have a working tether to run an M.S.B.A. event.
10. Moto- Cross boots are recommended.
11. Any Quad running nitrous must have the bottle secured to the frame of the quad, the hold down clamps for the bottle are to be bolted down to the frame.
*NOTE (no wire ties or wire holding down the Nitrous bottle)
12. When running your quad up the Hill and you don’t make it to the top and you get stuck stay on the quad and M.S.B.A. official will help you turn the quad around DO NOT get off your quad for safety reason.
